Poor Scope Management is the main cause of scope creep happening in almost every project. It does not matter whether you apply an Agile SCRUM method or traditional waterfall SDLC, the impact to project cost and project schedule cannot be avoided. The Agile method gives you the flexibility to accommodate changes, but the additional cost and timeline are still affected. Changes can come in many forms, additional functionality, removing a functionality, changes in the business processes, et cetera. If you are involved in a project where the business processes have not been confirmed, the ideal approach is not to start any work until the users have finalized them.
The bottom line is to get the Business Owners and Project Sponsor to read, verify, and agree to the scope of work defined in the Project Management Plan. This plan must be signed off prior to start of any work. Any deviation to the plan must be agreed by the Change Control Board as it involves time and cost.

Project Time:

a) Time is main concern of the project
b) No delay in project delivery
c) Before Delivery, cross check number of bugs

Project Cost

a) As per the project cost, project charter must be prepared
b) Milestones mentioned for each team member with responsibilities
c) If delayed due to extra features from the client end, means extra time and cost as well.
