Using power and influence to change culture.

How would a PMO with low Power and high Influence in the organization change the culture to a more mature Project Management stage for the company? What are the best techniques for this?

Power and Influence are closely related. How can ne not have power but a lots of influence. You probably are confusing this with POWER vs INTEREST, or INFLUENCE vs INTEREST. You cannot have POWER vs INFLUENCE.

Even if you do, my answer would be for a PMO to take on a passive role, develop standards, procedures and rules and let those with power to decide how to implement them. So we are essentially talking about a Supporting PMO, which will serve your purpose.
