Great question, I fell knowledge standstill at some point, but relationship with Team, Managers, Executive managment, Clients, Vendors will take you to places.
I give 40:60 ratio for knowledge / relationship. Though it goes hand in hand, but realtionship takes the cutting edge for your career.

My opinion is that, in short, they go hand-in-hand. But it depends what you define as "knowledge".
We know knowledge such as technical skills or project management process knowledge is not enough as we always need to work with people. So communications skill comes into importance, and communications is a major topic in project management knowledge. And I see personal relationship is part of communications skill. I won't see a "personal relationship" is a must for successful project management, but surely good communications with your stakeholders go a long way!

You need to identify how to mix & match these two to get the tasks done. The personal relation gives you an edge whereby other parties are willing to listen to you and trust you. However, knowledge is the way to prove it. Therefore, if you keep meeting your commitments and show value to such parties, you'll always be regarded. However, if you aren't able to provide the required support through your knowledge & skills, then you can even lose the personal relationship.

Personal relationship will help you land on the opportunity or get out of tricky situations. But knowledge will help you do the work or help you avoid tricky situations.

I'm going to go with personal relationship. They're both really important, but I've found that someone who can't get along with others, but is really knowledgeable isn't nearly as useful as someone who has a great personality, but isn't so knowledgeable. Especially when it comes to managing others.

I am going to agree with Richard in a way. Knowledge is good when one is a people's person and can get along with almost anybody. However, when the latter is lacking it is difficult to apply knowledge.
