Is there a market for freelance PMs? Absolutely. However, being successful at it really comes down to the quality of your network and the depth and breadth of your experience.
You may find it easier to join a PM consulting boutique firm first and then go out on your own once you have sufficient connections and experience.
I'd also suggest that either within a boutique firm or as a solo practitioner, you will need to get a more advanced credential such as the PMP.

Thanks for your response and insights. I plan on getting my PMP, Construction, Agile, and Scrum Master Credentials in time.
I was just thinking about branching out part-time while I still work my full-time job. Until the PM work brings in more money than my current job.
