Is risk analysis impartant?

There are several manager like to skip risk assessment process where they claimed that it is time consuming and could affect the progress of the project.
I believe that, risk assessment need brainstorm session form all workers and in that way it can reduce the burden of the manager.

Are there any way to get a proper risk assessment and to avoid project manager from skip this process?

I find it hard to believe that managers don't feel the need to do risk analysis. Having a Plan B in case of problems is a massive help and good business practice. Could it be that they feel the way the company currently approaches risk management is too bureaucratic and an administrative overhead? Perhaps look at streamlining the processes and doing the minimum you can get away with while still producing plans for risk mitigation.
