low GRAD IN the project deliverables can be OK , but low QUALITY is not ok ....

This concepts of Grade and Quality is well explained in PMBOK Guide Fifth Edition. Please refer to Page # 228.

A quality level that fails to meet quality requirements is always a problem , whereas a low grade of quality may not be a problem.
