Since project management is a team effort that hinges on communication and action, the project manager is responsible and accountable for team member participation. KPIs can also be targeted on individual deliverables, such as Meeting of Meetings:
- No, of action items
- No. of action items closed from last meeting
- No. of action items opened this meeting
- No. of action items in-progress for more than __ meetings.
The measure is to assure actions are assigned and closed within expected time frames.

What about stakeholder satisfaction? It's a simple measure, can be taken regularly and is separate enough from project success to give you a feeling for how you are performing. Saving Changes...

Thanks Henry for the suggestions. Pherhaps these can be taken forward as follows:
Phrased in a smart way, making them specific, measurable, time bound etc. e.g. % of project work with approved mitigation plan for identified risks, Score on a 5 point rating scale of client satisfaction. Saving Changes...
