PMO leaders and teams must fundamentally understand that the PMO functions as a service provider to the business, and is not an end goal in itself, its ultimate purpose is to deliver tangible value to its clients. While operational excellence is important, true success is measured by impact, necessitating a clear focus on defining and executing PMO activities that directly address client needs and generate desired outcomes, such as solving underlying problems like weak governance rather than just providing requested deliverables like dashboards without validating their actual necessity.
