As per my knowledge it should be Expert Judgement. as the predefined templates that provide guidance on how to effectively break down common deliverable must be prepared with help of Expert judgement only.

Correct me If wrong.

The Answer is C.

Create WBS has two TTs. namely 1. Decomposition and 2. Expert Judgement. The Expert judgement may come in the form of Predefined Templates.

Justification:

Expert Judgment can also come in the form of predefined templates that provide guidance on how to effectively breakdown common deliverables.
