Some packages of the project, viz., the New Sub-Station package has been completed and now about to be handed over to John, which is acceptable as per the Contractual clause. In this situation, to keep construction errors or defects out of the hands of the customer, which is the BEST tools & technique to be employed by the Contractor before handing over the said package:

I think both Statistical sampling and Inspection can be used during Control Quality process but in this case I think inspection is more suitable to keep defects out from hands of customer.

Thanks Anil for your attempt. Yes, the Correct answer is Option # D. Inspection

Justification:

Inspection includes activities such as measuring , examining and validating to determine whether the work and deliverables meet requirements and product acceptance criteria.

So, inspection is described as keeping errors out of the hands of the customers. (Reference Page # 250 , Bullet Point # 1 PMBOK Guide 5th Edition)
