For me, I would always start by communicating with the Project Sponsor who will provide me the business needs and the outcomes that they expect from the project.
Afterwards, I will ask the Project Sponsor or Business Owner on who will be the Business POC who can provide me further requirement details. Once I get in touch with the POC, I will then drill down on what is it really that they are looking for (e.g. functional, technical, interface, security, network, etc.) in terms of requirements.
I will then have the Project Sponsor or Business Owner prioritization the features/requirements so the project can be managed in chunks. Saving Changes...
