Rajnish is the Project Manager for the Water Supply Renovation Project which spans several coastal districts in the South – Eastern India. Basically, he has got 15 nos. of stakeholders with whom he needs to communicate frequently for this project. The recent Tropical Cyclone “HUDHUD” has damaged most of the Mobile Phone Towers crippling the communication system there totally. As per the district administrations there, it will take at least two week to restore the whole communication network. What is BEST strategy for the PM to manage the project communications temporarily during that period?

A. Provide Satellite Phones to all the Stakeholders
B. Colocate the key Stakeholders
C. Refer the Risk register
D. Pray to God

Option A) may be correct, because we do not know who the stakeholders are. If they are part of the project - ie. team members - it would be better to communicate with them.
Option B) may be correct for the same reason as in option A).
Option D) may be correct, if Rajnish believes in God. But again we do not know more about this.
Option C) is the only answer, where we know that Rajnish as a good Project Manager has worked on a good risk management. And he knows that he works in an area where cyclones might cause damage on things. Thus what to do in case of a hurricane or cyclone is part of the risk register.

Option C) is correct

Option C[Refer the Risk register] is the correct answer,
Since the project is spread across several cost districts, stake holders [some may be team member]need to be in their place to carryout the necessary project work, hence they can not be co-located.
Providing satellite phones will impact on the cost (satellite phone is costly), and the mobile communication loss is temporary event ( as per district officials , it will take 15 days to recover, so after 15 days satellite phone will be of no use).
Rajnish can not pray to god.
By referring to risk register, Rajnish can identify what are risk associated with it and rsik mitigation plan and also work out fall back plan to recover. it also helps to find out what will be the impact on project baselines. Also he can use the float (if he had planned some float in planning) to meet the project time lines. so best option would be C

Thank you all for your analysis and answers. But I beg to differ here. The key words for this question are "project communications" , "temporarily" mentioned in the last part of the questions.

Therefore , the Correct answer set for this question is Option # B. Colocate the key Stakeholders.

Best option is B. The question is about "project communications" not "risk mitigation strategies". Besides, we do not know if the Risk Register is properly prepared or not.

I disagree with option C since it's a natural disaster and for these kind of calamities normally risk responses can't be planned upfront thoroughly until or unless it's very common in that area. I'll say communicate to major key stakeholders using option A or B (whichever is feasible) and for other stakeholders have a meeting with the project team and explore other possible alternatives.

Option B is most suitable in mentioned scenario.
