As per my Understanding, PM can serve as a SME in the phase where he has expertise. And mostly PM has expertise in one or many phases of a project in general.

But in the other hand, a SME may not have have good hands on project management. Just because of he is a subject matter Expert, it don't imply that he is good in project management too. So before taking such decisions we need to see his management capabilities too.

It is not necessarily that PM to serve as a SME, however if the PM is also SME, there are more advantages in the project as well as in the program/portfolio management.
Advantages like,
- Quick Technical Resolutions
- Improve Project Performance
- Easy to identify Risks and mitigations
- Improves Quality
- increases Customer satisfaction
- easy achieving project milestones/deliveries
- develops strong communication among the stakeholders
- Decrease project budget or completes within or on budget and schedule
...etc
