PMP Certificate - GRADATION

In the PMP certificate I came to know the following grades are offered:
Proficient, Moderately Proficient and Below Proficient.

Can someone please elaborate upon this. Since I have a few of my friends who have passed PMP with a couple of Below Proficient score.
Is this considered Passing?
