Hi Pravin,
I'm using CLARITY, in that the timesheets are linked with Schedule, hence people easily select their task and fill, that way we also get Actuals and Remaining ETC left.
Hopefully i can see the Project portfolio management tools help on this.
I feel unless it is linked to your schedule, you cannot exactly measure the actuals being spent.

If not tools then surely it will require a commitment from all management depts. Hr should make a policy that salary will be calculated on Hrs filled in Time Sheet. Then possibly it will self drive the people to take it seriously. Saving Changes...
One of the way is to have it define in expectations. The explanation is more important to tell resources, why it is important to fill the time sheets. I am trying to link it with performance evaluations.
