Interested in hearing opinions regarding the appropriate level of detail for the WBS. I know PMI says it's to the Work Activity level, but who defines the level of detail for the Work Activity? Is it the PM? The Business Analyst? Some corporate or PMO standard? The person doing the work? Does it depend on the skill level of the person doing the work? - Ideally it should not be the PM only, but the team who is going to work on it should also be part to decide the level of details

- Yes, the level of expertise might affect it. However, no matter what the level the person is at, details in depth are always good.

- Like said above, details for all level is good. This minimizes the risk of rework.

I guess the only real answer on that one is "it depends". The level of detail needs to be high enough for the PM to plan and monitor/control the project and the team members to actually know what needs to be done. If you have weekly team meetings and daily stand ups, then maybe the level of detail may be much lower even when there are new and not so experienced team members. And regarding monitoring and control you do not need more detail when you've already reached the level of uncertainty of your duration estimates in your planning process. Saving Changes...
