Ok, Overall its a good product for consulting organizations or large IT departments. Here are what are the strengths and weakness of the product:
Strength: (1) It combines PM and RM functions in one package (2) It is web enabled (3) Includes collaboration (4)Provides data analysis functionality
Weakness : (1) Its Microsoft centric (may be good or bad depending on your organization)(2) Procurement not included (3) Proposal generation functionality could be better (4) Needs better integration capabilities

This is a tough question to answer since I am not aware of your specific requirements.
SO I will keep the answer fairly general. With experienced project team it is pretty easy to implement if you stick to the base product. It gets a little trickier when you have a need to integrate with legacy systems. I would estimate about 2-3 months for the first phase, by focusing primarily on processes. This obviously could vary depending on your requirements, # of departments etc
ChangePoint also offers an ASP service. You could go live in a week or two (maybe sooner).
I am interested to find out if there are other types of packages that one would use in an IT dept of about 20 - 30 staff. I am very keen to have something that I can use to see what resources are doing and who is available for project work as opposed to operational work ... any ideas?
What type of support would one get in Australia for Changepoint? Would someone need to come out and implement and train us ?
