I am leading my seventh implementation right now. This type of decision has to be taken after doing what in business analysis is named "enteprise analysis". You have to take into account that the organization is an open and adaptable system and when you introduce something all the system is impacted. That is, the organizational architecture: organizational components and relations. This type of decision is taken because you have to solve an organizational need. If not, it will fail because you will not get the appropiated support. Time ago I wrote an article that was published as "best practice". Here the lik, hope it helps you:
