How should change requests impacting baselines be handled by a project manager?

There should be a process defined for this in the project management plan.

Normally, change requests are vetted if appropriate/relevant, and if yes, analysed for their impacts and alternatives elaborated, presented to the appropriate change control board, approved or not, if approved communicated, documented and implemented and lastly the implementation is approved.

Should be handled in a structured and transparent way.
The project manager should ensure each request is assessed for impact on scope, schedule, cost, risk, and value before approval. Decisions should follow the defined change control process, with clear documentation and communication, and approved changes should result in updated baselines to keep expectations aligned.
