How do we resolve a technical dispute between a design architect and a field engineer where both claim their method is the only safe one?

Who is responsible for the decision? That role should have the final say but the risks highlighted by the other role should be assessed and managed appropriately. If neither role is the decision maker and both roles have provided valid justification for their approaches, it might be necessary to bring in an independent unbiased expert to review both and provide a recommendation if the risks are too high of making the wrong choice.

Shift the discussion from opinions to evidence. Ask both the architect and the field engineer to back their approach with codes, standards, risk analysis, and site conditions.
If disagreement remains, involve a neutral technical authority to assess safety objectively and clarify who has decision authority. Document the final decision and accepted risks to close the issue and prevent it from recurring.
