I think personal skills drive your management skills

For e.g : A manager good in communication skills (personal skill) can handle escalation calls more efficiently and pacify the situation

A manager good in listening (personal skill) can make sound decisions (management skill) easily as he/she understands the hurdles/opportunities from the communication well.
