Semantics: Requirements & Specs

What do these terms mean to you? I've always said that the requirements are set by the client and that the requirements document describes what attributes need to exist in the final product. Given a list of requirements, it is the job of the project manager to produce a specification document (if the client does not provide one) describing how the requirements will be met and measured. As I read through the documents on this website I come across processes which instruct me to measure against the requirements. Is there a standardized usage or is this a case of distinction without difference. The PMBOK uses both terms, but defines neither
