I haven’t worked directly on projects like this, but from what I’ve seen from others involved in similar initiatives, operational carbon is usually the main metric for data centers because energy consumption during operation represents the largest long-term impact.

That said, embodied carbon is also important due to the materials, construction, and hardware lifecycle involved in facilities like data centers and semiconductor plants. In practice, many organizations track both to understand the full lifecycle footprint while managing operational efficiency.
