Applying project management approach to non-IT projects may generate resistance because the approach maybe new to the stakeholders. Some of the stakeholders may see the PMO or the Project Manager as a bureaucratic or a red tape entity in the organization with no added value. It is important that there is governance in the organization for project management and project prioritization as an initial step. Communication to manage stakeholder expectation is important as well. It is good to provide roadmaps to stakeholders for better understanding of the benefits and process of good project management. In fact Project Management processes have never being created only for IT. The fact that PMBOK has major followers in the IT projects does not mean Project Management has not being applied for other activities. I am familiar with PM for Engineering & Construction and even IT projects way before PMI was founded.
No doubt PMI has brought a light in the tunnel to standardize and make Project Management a defined discipline and career but it was practiced way before, althought without a compiled Best Practices approach.
The current reality is that all competitive companies can not stay in business without PM Best Practices anymore and the trend is to have a PMO. Saving Changes...
I can tell regarding utiliities whre i had a long discussion yesterday with a group of project managers whose are working in a segment related to clean energy., process are the same pmbok, the point is soft skills, which according to them the most important are:
- strong negotiation skills in a field and across departments,
- sense of shareholder, i mean they need to feel they are running their own business
- clear communication among the team and inside organization due the fact that sometimes the structure of organisation is hierarchy.. Saving Changes...

One of the major feedback received from our colleague is that (1) how to customize planning requirement for small-scale process improvement initiative and (2) select appropriate estimation method for low-cost initiative where a lot of parametric data may not be available (3) some time for small-scale project, if they want to follow formal stake-holder engagement, detail analysis and sign off might actually require additional time which crates frustration among them resulting in failure to grab quick-win or harvest low-hanging fruit?
Would be interesting to know how PMS across the globe overcomes such challenges and successfully applied the PM processes Saving Changes...
