Currently we have multiple project management guidelines/frameworks to choose from, for example, PMP and Agile Scrum. Should we integrate concepts of different PM frameworks to manage one project or projects in one program? If yes, to what an extent and what may be the complexities? If no, why not?

I think it would be better you apply single framework for all project under a program. No harm in integrating them, but even integration will again cause confusion at some point. For e.g : in PRINCE2 we manage by stage boundary, whereas in PMP its the manage and control phase.
SO in my opinion following single framework will make things easy for you. Saving Changes...
Zeeshan, I do agree with Saurab best way to do that is to put those projects and different frameworks under Prince2 Stage boundary, this will help you to have a strong control over the business case and moreover for the executive board they will "think" that it is the same framework Saving Changes...

We are implementing MS Dynamics AX, out of the box AX solutions by vendors and Project Server in our company. In addition, we are also setting up IT infrastructure, hardware & LAN, and development of one module in C# for AX. All of these are/will be going in almost parallel. Microsoft is recommending SureStart methodology for its AX implementation, IT infrastructure can be implemented by waterfall model. Scrum may be used for Application development to incorporate the unknown changes during Scrum sprints.
Now you may imagine that each project have the potential to use project management methodologies based on its type (Scrum for software module development). For better Idea, an image is attached.
Another example is of ITIL which has its own phases (that can be compared to PMI process groups)
It may make it complex for program manager but project managers may have better control over their projects. Is it makes sense? Saving Changes...

You can pick and choose what works best from the methodologies but I would suggest applying it to all projects in the programme. Running individual projects with differing governance will be really difficult to manage Saving Changes...

When you choose a way to do things you have to take into account several items as a checklist. As a checklist you can use the Peter´s Seven S model for example. You have to take into account your organizational culture and the type of product/service/result you will create. With that you can define or select the way to do things. You can name it process or method. That process or method could adhere to best practices (see the definition of "best practices") as a mean to reduce inherent risk. One of that best practices are listed into the PMI´s PMBOK. Or you can choose a process that covers most of the best practices like PRINCE2. From last 25 years I have been working inside organizations where more than a way to do things are defined but all adhere to a common list of best practices. Saving Changes...

I think it depends on some variables such as Project Size, Type of Project, Organization Environment and Budget considered for Project. For example I think IT projects can better implemented by SCRUM method because it is an agile method and in IT projects, managers want to deliver the products quickly to customers. But in some projects such as Construction Projects, I think PMBOK is a better choice. Saving Changes...
