a. Does the Project Owner negotiate for the release/availability of the resources with the Functional Manager?
b. Does the Project Manager negotiate for the release/availability of the resources with the Functional Manager?
Could be the PM or Project Sponsor. Might also be the PMO or whatever organization manages projects or the PM's. Some organizations have a Resource Manager (may be part of the PMO) who negotiates with the functional managers or works with Vendor Mgmt or Procurement to get resources. Saving Changes...
