I would say both are same in someway.
project scope will be part of the planning which defines a list of specific project goals, deliverables, tasks and deadlines.
Scope statement can be the formal document which contains the project scope in written form and approved.

Project scope is the work performed to deliver a product, service or result based on the product/service/result scope. You have to define all the work needed mainly taking into account the rest of PMBOK knowled areas. You can see that after you decide the project scope you will create all the other artifacts needed to plan/execute and control the project, mainly the WBS. The output of project scope definition is the project scope statement.
