http://www.projectmanagement.com/blog/Oper...nagement/14005/

But I am sure that all of your would like to provide additional tips, I do believe that by your experience you can contribute and help me to have a better knowledge in how to prevent it !

In short:

Understand what your customer wants to achieve,
Collaborate to produce a possible solution,
Define the scope that will produce this solution,
Produce a cost impact analysis, term, etc ..
Write the details of the service being provided,
Seek approval of the committee if any.

1) All members on project team must know what is to be delivered to customer in complete : this way hopefully they will avoid unnecessary changes to scope.
2) CAB in place as said by Sergio Conte
3) Strict rule: no goldplating
4) periodic review of the work with scope baseline

Yes, to prevent scope creep, there needs to be a change management process. Change management can be handled in different ways depending on the organization's approach:

1.Change Control Board (Depending on the organization, the members would review, estimate, and recommend approval to the change request
2. Backlog Prioritization: Changes are included in the backlog for future sprints/ iterations. The Business Owner would prioritize the backlog which would determine when the requested change would be included in the next release.

Scope creep is something that happens outside of change management, and it is typically presented by someone miss-stating schedule activities, estimate items, features, methods or the outcomes expected in the project. The PM must demonstrate control of scope to achieve the defined objectives of the project. If creep is detected, it is the PM who needs to say "No", and to leverage control on scope creep by firmly stating the project metrics using the approved Project Charter and PMP.
