Yes, to prevent scope creep, there needs to be a change management process. Change management can be handled in different ways depending on the organization's approach:
1.Change Control Board (Depending on the organization, the members would review, estimate, and recommend approval to the change request
2. Backlog Prioritization: Changes are included in the backlog for future sprints/ iterations. The Business Owner would prioritize the backlog which would determine when the requested change would be included in the next release. Saving Changes...

Scope creep is something that happens outside of change management, and it is typically presented by someone miss-stating schedule activities, estimate items, features, methods or the outcomes expected in the project. The PM must demonstrate control of scope to achieve the defined objectives of the project. If creep is detected, it is the PM who needs to say "No", and to leverage control on scope creep by firmly stating the project metrics using the approved Project Charter and PMP. Saving Changes...
