How do you keep the WBS adaptable as stakeholder requirements evolve without losing baseline control?

How do you develop a Work Breakdown Structure (WBS) that stays aligned with the requirements lifecycle (elicitation, analysis, traceability, validation) while still supporting cost control and schedule reliability in a primarily predictive environment?

What approaches help ensure traceability between requirements → WBS elements → cost estimates → deliverables?

I would try to keep the WBS stable at the outcome level and flexible at the lower levels.

When requirements change, I don’t rebuild everything, I adjust the affected components and keep the structure tied to deliverables.

Traceability helps a lot here. When requirements are clearly linked to WBS elements, it’s easier to see what actually needs to change and what doesn’t.
