I believe one of the big challenges to establishing a PMO is having the appropriate level of authority associated with it. It seems everyone is all for good planning and organization of initiatives but prioritization and assignment of resources is a bit more challenging. If the PMO can be established at a senior leadership level in the organization, then you will have better support for the initiatives the organization deems high priority. Ideally you will have leadership support to establish a PMO. This enables you to more easily structure the PMO and get the buy-in you'll need for a PMO to be successful in the organization. Having said that, just because you have leadership support doesn't mean you won't have to sell others in the organization on the value of PMO. Consider how a PMO can help the organization to achieve its goals. If you can align the work of the PMO to achieving the long-term objectives of the organization, you'll be more successful. The key points to have an effective PMO aren't fixed and they are different in each organization. For that is very important that you perform a initial diagnosis of maturity level of organization.
The results will show you the start point and the state of art (and the key points) of the PMO need. it will also help to plan the implementation strategy of the PMO.

I agree with everyone's input on starting a PMO in the organization. Governance needs to be in place for a PMO to successfully start. The PMO's goals and objectives need to be clear and be aligned with the organization's vision and mission as well.
If senior leadership is not initiating it, perhaps developing a Business Case would be more enlightening to your leadership on the feasibility of having a PMO in your organization. You can highlight the benefits of having a PMO in your organization. Saving Changes...

We implemented the PMO in our university a year ago. Our learning says the key is to have senior support. Other important points are: wide communication to support change; clearly define the roles; training of project managers.
