Subjective assessment of human skills

If your manager evaluates its human competencies and produces a results report scoring below the minimum level required for their work, and justifies these lower grades with subjective judgments , without objective evidence , my question is whether you would ask your manager to check the subjective statements the report, and if it is not possible, then make appropriate corrections with objective judgments .

Several questions came into my mind:

1. What is the objective of this evaluation?

2. If it is a performance appraisal of a current employee, the manager needs to make sure that the measurement criteria is SPAM-ready (specific, pertinent, achievable, measurable) and that the staff would know beforehand how his/her performance will be rated at some point so that the staff can work towards his success criteria and not be caught unaware. The success criteria or performance appraisal objectives need to be a collaborative effort as well between the manager and staff so that there is mutual ownership of the tasks and goals.
