That responsibility often sits with functional managers, resource managers, suppliers, or service providers.
However, in an adaptive environment, the Product Owner is accountable for maximizing product value and making prioritization decisions.
If a temporary fix is required, the Product Owner may be the person who confirms that allocating resources to that fix is justified and aligned with current product priorities.
Viewed through that lens, this appears less to be a resource management question and more an accountability and value decision question.
