Product Owner managing resources?

I'm preparing for the PMP exam and came across a question that left me confused about the responsibilities of a Product Owner.

A project manager received an email from the factory regarding key equipment that will not be delivered as planned. The project manager must make alternative arrangements with other vendors to implement a temporary fix.

Who is responsible for confirming the resource availability for the fix?

A. Service provider

B. Functional manager

C. Product owner

D. Human resources

Correct Answer C. Product Owner.

I read everywhere that the Product Owner is responsible for the Product Backlog and the prioritization of the activities (User stories) but haven't read anywhere that the Product Owner is responsible for Resource availability. Most of the time the availability of resources is managed by the functional manager.

Why in this case the Product Owner is in charge of the resources?

The key distinction may be between resource authority, resource availability, and decision accountability.

In most organizations, Product Owners do not have direct authority over people, equipment, or vendor resources.
That responsibility often sits with functional managers, resource managers, suppliers, or service providers.

However, in an adaptive environment, the Product Owner is accountable for maximizing product value and making prioritization decisions.
If a temporary fix is required, the Product Owner may be the person who confirms that allocating resources to that fix is justified and aligned with current product priorities.

Viewed through that lens, this appears less to be a resource management question and more an accountability and value decision question.

Without additional context, I would be cautious about treating this as a universal Product Owner responsibility.
It may be the correct answer for the exam scenario, but not necessarily a general rule applicable to every organization or framework.

More broadly, questions like this highlight an important project management principle: responsibility for value delivery and authority over resources are not always held by the same role.

I had the same doubt when I read this question. My understanding has always been that the Product Owner decides what should be done based on business value and priorities, not who is available to do it. Resource availability is usually confirmed by a functional manager, resource manager, vendor, or the team.

The only way I can justify Answer C is that the question is treating "resource availability" from a business commitment perspective rather than actual staffing.

In a real project, I would expect the Product Owner to approve the workaround, but not manage resource allocation.
