Aircraft Charter for West African Country

You are an experienced project manager that specializes in aircraft charter and contract management for rotation of troops in UN peacekeeping missions in a West African country. 

Current rotation to UN missions is done using Airbus A320 from Ethiopian airlines. Military High Command is considering using CASA C 295 aircraft belonging to its Air Force. Your task is to identify potential risks in this project to use medium lift aircraft CASA C295 belonging to its Air Force to rotate troops in UNIFIL Lebanon, considering the aircraft has been used to rotate troops in ECOWAS missions in West Africa successfully.

Project Manager's Recommendation
From a project management and contract management perspective, the use of the CASA C-295 for UNIFIL troop rotations should only proceed after a detailed feasibility study, cost-benefit analysis, aviation risk assessment, and UN reimbursement review. While the aircraft has demonstrated success in ECOWAS regional missions, the significantly longer distance to Lebanon, increased diplomatic clearances, lower passenger capacity, and higher operational complexity may reduce the expected benefits when compared with the current Airbus A320 charter arrangement. A hybrid model—using the C-295 for regional missions and retaining commercial charter aircraft for UNIFIL rotations—may provide a more balanced and lower-risk solution.
