PMO as an instrument of Change

PMO being central to OPM where projects, programs and portfolios are dealing with change, can we consider PMO as an instrument of change?

The obvious answer is: it depends on the type of PMO you have. The second one is "what does means change for you or the organization?". The best effective way to understand change is using the systemic concept. Change in the organizational environment creates the need of change inside the organization itself. So, returning to my fist point, the PMO could act as a component to be consider when a change is started or the PMO could start a change. If "Instrument of Change" means the PMO will be used as a "tool" to create the change indeed that is true. But no more true than for any other business unit.

I agree with your contention. I take any change in business environment can only be brought through some action of OPM and thus there is a huge possibility PMO plays a key role in any change within an organization.

The main purpose of the OPM is to drive their projects, programs and portfolios according to organizational policies, governance, strategy, style, methodology.

Moreover, Projects may bring changes to the organizational culture and behavior. Thus, the objectives of PMO and OPM should be aligned to achieve strategic and organizational goals.
