I don't know how you can do it with a template. My experience is with Primavera. If you define your activities as Task Dependent, your resource availability is ignored.
I think a better solution is to have Resource Dependent tasks and build Resource Calendars to reflect each resource's availability. As those calendars change (because you are told of changes to the resource availability), your schedule should adjust accordingly to honor the resource availability. In Primavera you can assign priorities to tasks when resource leveling so higher priority tasks get executed before lower priority tasks. This structure would allow you to model any number of scenarios with little work as the software would take care of the hard part.
If you want to keep your schedule structure as is (Task Dependent activities) then you can do it the hard way by linking across activities to model the resource availability. For all the activities assigned to Resource A, define dependencies across those activities and do the same for the other resources. But that creates a lot of work in setting up different scenarios because you will be changing dependencies each time. I have had to do that on a 2000-task project with 10 different resources that are not interchangeable, and when the resource availability changes, or if new scope is added, it does create a lot of work.
