Closely Guarded Secret

The PM Methodology used in Aerospace and Defense is treated as a closely guarded secret whereas it should be treated as a knowledge base of good practices shareable with any nation, no matter if that is the enemy. As such this methodology is a guideline or structure not technically the secret which has to be so closely guarded. What is your opinion?

If it is related to Domain Knowledge, that can be a secret but the methodology can be shared so that others can benefit. Even the step involved in reviews and finalizing the delivery will be useful in other domains.

I agree with Pravin and e are not asking about the Domain Knowledge here, they can keep their secrets as close to their hearts as they want to. What is the harm of releasing a project management methodology for Aerospace and Defense, which can be tailored by any nation as they deem fit?
