Your organization seriously needs to go through Project Management 101. Thry must learn that challanges like projects cannot be handled by functional or operational managers who are only in habit of managing things iteratively as per the SOPs. Project Manager is the one who takes on the challenge of managing this temporary endeavour from start to end, definitely not a 9 to 5 kind of job. You must tell them project managers are specialised managers trained in the skill of efficiently dealing with change and challanging situations, who take on the responsibility of getting such a unique job done and know how to orchestrate it within the bounds of scope, time and cost. I agree in totally with the Suhail’s comment and I’d like to complement with some additional observations.
Considering that the successful of project’s development depend on of balanced application of 9 PMBOK’s disciplines: Time, Cost, Scope, Quality, Risk, Communication, HR, Stakeholders, acquisition.
Considering yet that a balanced application changes according the project.
There is a need of one specialized person to take care of 10th discipline: INTEGRATION of those others 9 disciplines. This task IS NOT TRIVIAL, in some cases this activity IS VERY COMPLEX.
He is responsible to the project flows in the consistent way following the plan as close as possible.
Additionally, there is a need of complementary abilities, named soft skills, such as: negotiation, leadership, team harmony, communication skill, precision, summarization skill. The PM is a right person to make sure all these responsibilities.
Under other perspective, a Project Manager is need if the company need develop new projects.
In this case, remembering that projects are the main factor of change because they are able to upgrade a business process, we can to summarize this scenario this way: companies need to be in constant evolution. For this, they need upgrade your processes. Processes are changed with new projects. Project needs SPECIALIZED PROJECT MANAGERS.

No matter the best things you can say, no matter if you are right or not with the concepts, the only thing that matters is which is your organization pain that can be avoid or mitigate if you have a project manager in place. First of all, you have to understand what the project manager role is. And you have to understand that it is a role. If each initiative your organization starts in order to put organizational strategy into action is achieving the desires results then you do not need a project manager.
