Both attitude and IQ are important in project management; however, a PM's positive attitude can bring the stakeholders/team together to reach the project goal.
Project Management is essentially people management so a Project Manager needs to have solid people skills or soft skills to succeed as a PM.
A PM's IQ or intelligence can supplement his/her understanding of the business or project topic or industry speak but a PM's people skills would be more significant in making sure that the team is collaboratively working towards project success. Saving Changes...

I can see attitude related with IQ just in very specific activities, such as sports which prevails physical strength, or lonely tasks without necessity of intense interaction with a lot of actors.
Activities related with projects don’t happen this way. They are both communication and interaction very intense. All project’s professional needs to know communicate with wide type of actors, great abstraction capacity, keen soft skills in negotiation, teamwork, collaboration and leadership.
I believe that one professional with IQ below of certain baseline (see Lamy’s comment) isn’t able to make these activities of satisfactory way no matter if he has right level of attitude. Different levels of attitude is important factor related with the capacity of “delivery” of project.
I’m sure this case isn’t define what is more important attitude of IQ, but empower someone that be able to balance attitude and IQ according the specific project needs.

IQ and Attitude both are important in Project Management. One can not replace other or compensate. PM should have basic IQ and it helps to take quick decisions and figure out pros and cons.
Attitude helps in getting into task, taking team along and represents how PM looks into any challenge.
