What is the best way to plan a schedule for construction project is consists of typical units( for example:construction of 100 typical villa )?

First of all, is necessary to verify two things :
- The goal
- The requirements and solution
After this, must establish a PMLC ( Project Management Life Cycle) for this project. The PMLC can be linear if the project can be managed in Traditional way, or Incremental, Iterative or adaptive if the project can be managed AGILE.
The step in schedule take the necessary way .

The activities or WBS are repetitive for each house. So I would do as the file I attached. But you have to be really careful about your resource constraint (predecessor / successor relation)

Foundation
Wall
Roof
etc.
House 2
Foundation
Wall
Roof
etc.

Depend of the software which you use. For example: In Primavera you could place activities codes which will help you easy to move from WBS planning to process planning

100 villas as a single project would have construction of each villa as a sub-project and every sub-project will have its own schedule which might run in parallel or in sequence with other villa sub-projects. You would be managing the resources and overall schedule for 100-villa project and orchestrate resources in the most efficient manner. Remember, you cannot call it a program as 100-villas still remain a deliverable or product, and does not become a benefit as such.

I would see the actual constraints and limitations and I may decide to group these 100 villas in 3-5 phases of varying or equal size. Within each phase, if I have 20 villas, I would construct them in parallel orchestrating resources efficiently among these parallel sub-projects within this phase.

You make a plan for the 1 villa and you see how much time you want.
Depending on the duration of the project you have to make groups of villas (i.e 10 or 20 villas will be one group) and these groups will use the same plan as the 1 villa plan above. Duration of course will change for the group of villas.
From my experience if you are requested a mock-up villa in order the client or his representative to decide the finishes (tiles,paints, even windows or other openings) you have to put this villa as early as possible and inside the critical path as it is one of the most crucial of the success of the project. Documented delays or approved changes by the client will be valuable for future claims and EoT.
