What are parameters to be added in calculating the Cost of a resource. May be per hour cost. It is really important to understand the factors to be added. What are the provisions being made for 3-4 years time frame etc.

Pravin, I suppose you are aware of estimating models like COCOMO for IT and software development. It will depend upon the role and how that role is measured to ascertain a rate for that task. Sometimes it can be lines of code, at others per hour of commitment. IT projects are generally not that long so estinating for 3 ir 4 years is unheard of, unless you are talking about IT operations.
