One thing you MUST be very clear about... "Program Management is NOT Project Management". These are not just semantics but these two kinds of management are essentially different. 3 -workout a complete project schedule

Scope lock, change request process, RAID a document that includes all meeting minutes with documented - risks, actions, issues & dependencies/decisions, a schedule and frequent review of with the team of where you are with the schedule. Each piece to be delivered assigned has been or is clearly assigned to individual owners (never multiple owners) for each task or action or issue.
