Although in construction a centralized PMO would be nice to have but considering the different nature of each construction project, I would suggest compulsory Project Offices within each project which is a kind of a PMO. But to maintain the integrity of centralized PMO at organizational level, I would suggest a support type PMO which does not try to control projects. We can use it for resource sharing, establishing project management standards, guidelines, policies, rules and regulations as well as formats and templates.

There are some more information needed to respond the question correctly. First, we need to understand from which perspective is the PMO, from Clients or from Contractors. Only Construction or EPC?

If it is only for Construction you may have only a supportive PMO, just to centralize standards and methods and manage the portfolio.

If it is for EPC a broader role for PMO is needed in order to keep the core value and business alignment of portfolios, programs and projects.
PMBOK aligned methodology shall be design for the company specific processes integration.

I'm PMO in IT industry. Interms of Construction Industry I see Resources , Budget , and Plan are vital pillars ! So the PMO should be both Supportive and Controlling in these three aspects.

Could you please provide us more details on What values you are expecting from PMO ?

our PMO is client representative whom is process oriented in Huge Housing project.
