CRM implementations have been failing for years. Their troubles stem from their first inception. Anyway, excellent argument that neither IT nor Sales and Marketing are the ideal place to carry out a CRM implementation. While they are both an integral part of the process, unless the CEO is the primary sponsor of the project, and a culture of interacting positively is established throughout the organization, the project may be in trouble. It takes more than a piece of software and the involvement of a department or two. Positive CRM is an enterprise wide process that needs to start at the top! Saving Changes...

CRM is one of those enterprise wide initiative that must be understood before starting a Project.
It is C level staff due diligence to really understand what is involved in such kind of initiatives, as well as, it their responsibility to know how to run the business.
But I do not think that the prime responsibility of any failure is just attributable to the CEO, but to the Board. The Board is the organism with the prime responsibility to supervise that the owner’s money is well invested. CEO does not runs the enterprise only by himself (herself) without any supervision. CEO has to do what the board indicates or approves. Board must ensure that the CEO is capable to understand enterprise wide initiatives, Board is responsible to supervise the company performance, both, in its normal operations and its critical initiatives.
But, jet, again the Board is not the sole responsible, to be fair, we need to acknowledge that everyone involved in the effort, cannot just hide his head under the floor and deny all kind of responsibility. So, we people involved in such kind of projects are not just mere victims of evil CRM software vendors, but we all are responsible for the company success. Saving Changes...
