Program / Project Managers as prime appraisers of employees’ performance.

In continuation of the poll on project team appraisals created on Sep 28, 2015, please share how, you feel, can we encourage the organization around the world to designate their own program and project managers as the prime appraisers for their employees’ performance? Please elaborate your thoughts.

Dear Nilanjan, the team members working with project or program managers are not only subordinate to them but are the employees of the organization. Every organization have a system of appraisals normally handled by HR with specific roles as these employees appraisers assigned to functional manager, project and/or program managers. I fully agree with you that project ad program must play some role in the appraisals of those employees working under them on projects or programs, but the decision of assigning this role is not with the project or program manager. Organizational policies must be so tailored to give a larger pie of this appraisal role to most related bosses, in some cases project or program managers.

Dear Suhail, thanks for your thoughts. Do agree with you. However, the question is, how do we influence those policies? What we, the project management community, can do to make the organizations realize that it is more prudent to give the appraisals to us rather than the HR line managers or at least give us a larger say? Please share your thoughts.

I am not sure whether project/program managers will have so much of authority to change the organizational policies in terms of who will appraise the employees but at least we can influence the person who is going to appraise the employee who is working under us by sending positive/negative feedback about that particular employee as and when required and not waiting till the actual appraisal time.

Dear Bala, appreciate your point of influencing the appraiser on a continuous basis. The final appraisal is still in the hands of somebody else, he may or may not consider out feedback. The issue is, how can we shift the balance towards the project managers. Please share your thoughts.
