I’d like to ask questions related to competencies required to successfully manage the project in a particular situation.

There are a few competency standards for project managers (PMI PMCD, IPMA Comp. Baseline, APM Competency Framework and others) define many skills and behavioral characteristics required to deliver a project successfully.

However, competencies required in particular circumstances depend on a wide variety of characteristics.

If we define two main categories of these properties: organizational (contextual) and project-related, what will determine the importance of PM skills and behavioral characteristics in each of the categories? What are organizational and project characteristics that influence the required competencies in the most significant way?

Both are mutually inclusive. And the models you mentioned cover both categories you mentioned. Project is impacted by organizational (external and internal).
