Monitor and controlling process is done in projects from initiating through closing and it is mainly comparing the actual to the planned.
my question is how can I make monitoring and controlling through initiating though I did not start in planning yet to make comparison between the actual and the planned? Saving Changes...

The time where you perform a group of process depends on your project life cycle. So, your project life cycle could include monitoring and control from the very begining. It’s not uncommon for the project manager and project team to be outside the planning phase. But the project documentation should contain the planning input that can assist in developing the metrics for monitoring and controlling over the project life cycle.
During the planning phase, many topics are covered in project creation, including scope, schedule and budget development, purpose, objectives, and selection criteria for funding. The planning documents may also provide critical input for division of work, labor agreements, contract delivery methods, project contingency, risk register and funding reserves, and Lesson Learned from other projects.
If the documentation is not available, the project manager, project team, PMO officials and stakeholders/sponsors must conduct research and out-reach to establish the inputs need for monitoring and controlling.
You need to understand the plan first. If the plan is not out yet, then may be seek experts advice in order to understand assumptions/uncertainties which you would like to monito and control throughout the project. Saving Changes...
M&C processes are comparing Actual with Planned but apart from defining the metrics in the Initiating or planning phases, actual M&C of the activities starts with Project Execution.
It is simple if there is an activity then it can be monitored and controlled.
No activity means no M&C Saving Changes...
