Because I have 20 years married I must say woman project management (hehehehehehe). As any others questions of this type is impossible to answer without taking into account the organizational environment (external and internal) mainly the culture component. From my side, I am living in the Argentina Republic (South America) and both have the same influence if they know how to be a leader.

Influences these days are not based on gender but on personality. As a leader, if you are seen to be outstanding and leading by example, you would be easily emulated and influence people around you regardless of gender, age or race.

it is no matter of gender but of competences, in certain conditions perhaps culture and organization

I would also agree with Ebenezer - the gender is irrelevant. What matters is your leadership style and your ability to influence others to follow you as a leader. I have seen both men and women who are effective and both ineffective.

Gina and Ebenezer have pin-pointed the answer to the gender question by focusing on the attributes that one project manager may offer above other project managers. But gender bias may also be a strategic factor in matching a project manager with a particular project/client, its sponsors and stakeholders, and the community that will be impacted directly or indirectly by the project.

Agreed, in the modern management world, gender / race / demography ..etc are irrelevant .
