I think the answer is in your post, Saurabh.
We know a project to be temporary, unique and generating a product, service or result.
The fact that you will "deliver a product" implies a transfer from a state that fits the project definition to a different state that fits the idea of maintenance or operations.
The solution is that it will be a project then operations. Saving Changes...
Rajesh is wrong in understanding the definition of project as it is a product which can be executed as project.
The product of the project is always handed over to operations on termination of the project and yields benefits in the long run. Maintenance is usually considered part of that operation but sometimes maintenance can be partially made part of the project as a kind of deliverable. Saving Changes...

The question presented simply asks is this a project and what makes it a project. Because a product is being delivered in a specified time, with a desired quality justifies this as a project. When you go back to the basics of what is a Project?, it is a fixed or temporary period/time with a defined scope of tasks.
