I always believe there should be two level of approvals insofar as changes are concerned. The first approval is to allow the time to analyse the proposed change and assess the impact on the project and its product. Once we agree that a change is worth consideration should we expend time and money on it.
Once the analysis is complete, the second decision is to accept the change into the project, along with its impact. As you suggest, the impact might be nil or, perhaps, negligible, but CCB still has to approve it.
I posit that dealing with the change - capturing it, assessing it, making decisions - will affect your project before you implement the change. Saving Changes...

Hi Maen and Stephane, I think both are right in the sense that it''s depends by established company rules. for instance, in my case - I''m working in construction market - the company established boundaries which allow me and other PM to make some changes in the standardized buildings without any CCB approval. in any case it is necessary to document the changes because these changes will affect the standard plans and it is necessary to demonstrate that the process was applied correctly Saving Changes...
