What are the main Critical Success Factors CFS for public construction projects ?

I found those points & factors are important for projects success as well:-
1. Integration of all services, e.g constructing of new road (e.g Highway upgrade) will require to coordinate and integrate all designs and implementation of all services underneath the road such as; electrical cables, water supply, sewer lines, fibrotic cables(telecom), street lighting cables, irrigation lines, etc, which I personally see this area is that most critical area to focus on.
2. Planning, proper and detailed planning of projects is not less important than integration, where in Bahrain we are lack of proper and integrated plans in terms of master plans. Where major delays and over budget happened because of improper planning.
3. Alignment to strategic direction and goals, the organization has to have a logical strategic plan, (long term plan) in order to drive the organization into one direction.
4. Prioritization of projects, the organization has to prioritize their projects according to a set of criteria and to the availability of resources and budget.
5. Selection of right project team (contractor), with a competent project team the success.
6. Availability of resources in the country in terms of materials, labors, land use, budget, etc.
7. Communication, coordination and collaboration, the project manager should ensure proper communication channels are exists between all project team and stakeholders in order enhance the coordination and collaboration between all parties.
8. Financial value (ROI), (e.g., generate income/savings or enhance the financial growth of the organization); how much the project has return on investment (ROI) ones its completed
9. Sustainability of the project,” (economic, environmental, social and cultural). E.g. Green building (LEED) concept; the Project deliverables shall include optimal energy usage, operating and maintenance costs.
10. Organizational difficulty,” (a measure of the effort and risk required for organizational change).
11. Technical difficulty, (engineering, technical and skills challenges and risks).
12. Risks, risk identification, analysis and mitigation.
13. Scarcity of lands in Bahrain.
14. Stakeholders’ support, buy in and satisfaction.

Agree.But what about the TEAM from Supervision side or PM SIDE.

very interesting, I would add the proper training of the project team about the needs of the project (requirements, process, boundaries etc.)
